UCEP Rights (Universal Coverage for Emergency Patients) or treatment rights according to state policy, protects critical emergency patients to receive treatment at the nearest hospital without charge until the crisis is over and they can be safely moved, but not exceeding 72 hours.
Symptoms qualifying for UCEP critical emergency include:
- Unconscious, unresponsive, not breathing
- Rapid breathing, severe breathlessness, obstructed breathing with loud noise
- Drowsiness, sweating, cold body
- Sudden severe chest pain
- Sudden weakness of limbs, slurred speech, continuous seizures
- Other symptoms affecting breathing, circulation, and brain systems that are life-threatening

- Incident victims, critical emergency patients in the area, call 1669
- Center 1669 assesses symptoms and classifies emergency levels
- Emergency Patient Protection Coordination Center verifies the information accurately and completely
- If deemed critical emergency, UCEP rights protection is granted immediately but not exceeding 72 hours
- If not deemed critical emergency, quickly coordinate with the hospital according to rights; if wanting further treatment, one must bear the costs
- Note: In cases where patients have the right to protection under laws regarding motor vehicle accident protection or life insurance laws, such rights should be used first
